Job Description
SUMMARY
Loyal Source Government Services seeks a highly skilled Proposal Manager to lead and execute federal proposal efforts from pre-RFP planning through final submission. This is a hands-on role requiring a professional who can seamlessly transition between strategic oversight and direct content development. The ideal candidate thrives in fast-paced environments, brings deep expertise in federal and federal health procurements, and demonstrates proficiency across the entire proposal development lifecycle.
Pay Rate: Starting at 100,000
DUTIES AND FUNCTIONS
Proposal Leadership & Management
· Lead cross-functional proposal teams, including volume leads, subject matter experts, writers, and graphic designers, ensuring adherence to compliance requirements and submission deadlines
· Develop and manage detailed proposal schedules, assign responsibilities, and track progress against milestones
· Facilitate kickoff meetings, solution sessions, storyboard reviews, and color team reviews (Pink, Red, Gold)
· Establish and enforce proposal standards, templates, and style guides
Hands-On Content Development
· Write, rewrite, and edit technical, management, and past performance volumes
· Conduct SME interviews/develop interview guides to extract compelling content
· Leverage generative AI tools to accelerate content development, enhance quality, and streamline review cycles
· Create compliant, persuasive proposal narratives that clearly articulate win themes and discriminators
· Develop notional graphics, visual concepts, and action captions in collaboration with graphic designers
Compliance & Process Excellence
· Analyze RFPs, RFIs, and other government solicitations to develop comprehensive compliance matrices and outlines
· Ensure strict adherence to solicitation instructions, evaluation criteria, and page/formatting limitations
· Organize and maintain proposal artifacts, including content libraries, boilerplate, and lessons learned repositories
· Coordinate desktop publishing to produce polished, submission-ready documents
Collaboration & Continuous Improvement
· Partner with capture managers, program managers, and business development personnel to shape solutions and strengthen proposals
· Contribute to post-submission debriefs and incorporate lessons learned into process improvements
· Mentor junior proposal staff and foster a culture of collaboration and excellence
EDUCATION AND EXPERIENCE
· Bachelor's degree in English, Communications, Business, or related field required.
· APMP Foundation or Practitioner certification
· Experience with professional services, healthcare staffing, or medical workforce contracts
· Familiarity with desktop publishing tools (Adobe InDesign, Adobe Acrobat)
· Experience managing proposals for IDIQ, BPA, and task order competitions
· Knowledge of cost/price volume development and coordination
PREFERRED REQUIREMENTS
· Experience: Minimum 5–8 years of direct experience writing, coordinating, and managing federal government proposals
· Federal Health Expertise: Demonstrated experience supporting proposals for Department of War and other federal health agencies (e.g., HHS, VA, CDC, NIH, CMS, DHA)
· Regulatory Knowledge: Strong working knowledge of the Federal Acquisition Regulation (FAR) and agency-specific supplements
· Methodology Proficiency: Formal training or certification in industry-standard proposal methodologies (e.g., Shipley, Lohfeld, APMP)
· Technical Writing: Exceptional writing, editing, and proofreading skills with the ability to translate complex technical concepts into clear, compelling narratives
· Tools Proficiency: Advanced proficiency in Microsoft Office Suite (Word, Excel, PowerPoint); experience with SharePoint, collaboration platforms, and generative AI writing tools

· Adaptability: Ability to pivot between writing, editing, and managing based on proposal needs
· Attention to Detail: Meticulous focus on compliance, formatting, and quality
· Communication: Clear, concise verbal and written communication with stakeholders at all levels
· Time Management: Proven ability to manage multiple concurrent proposals under tight deadlines
· Leadership: Ability to motivate and guide diverse teams toward a common goal without direct authority

WORK ENVIRONMENT/CONDITION
Standard office environment with typical lighting, temperature, and equipment. May require extended work hours during proposal deadlines.
PHYSICAL DEMANDS
Ability to sit or stand for extended periods, perform computer-based tasks, and handle documents and materials related to proposal development.
