Job Title: Secret Cleared Telecommunications Technician 3 – DoD Site Survey Support

Summary:  The Telecommunications Technician 3 supports site surveys across multiple DoD bases, focusing on Inside Plant (ISP) and Outside Plant (OSP) telecommunications infrastructure across a variety of buildings and mission‑critical environments. This role requires 100% travel, and candidates may live anywhere in the U.S. Initial assignments may include Vance AFB, Holloman AFB, Laughlin AFB, JBSA Lackland, and JBSA Randolph. The contract runs through October 2026, with strong potential for extension.

📡 Position Overview

The Telecommunications Technician 3 installs, surveys, tests, and documents telecommunications systems across diverse DoD facilities. The role requires strong hands‑on experience with OSP/ISP copper and fiber, low‑voltage systems, and structured cabling, along with the ability to support complex scopes in high‑security and mission‑critical environments.

🔧 Key Responsibilities

  • Install communications cabling and equipment per plans, specifications, codes, and industry standards.
  • Use hand and power tools safely with a working knowledge of telecom systems and blueprints.
  • Gain and apply knowledge of OSP & ISP Copper, CCTV, DAS, Fiber Optics, and Structured Cabling.
  • Support complex scopes in Healthcare, Government, Higher‑Education, Federal Aviation, and Mission‑Critical environments.
  • Survey and document telecom infrastructure including copper and fiber cables, active/passive components, and pathways.
  • Sketch rack, floor, and wall elevations.
  • Terminate, test, and troubleshoot horizontal copper (Cat5, Cat6).
  • Install various types of low‑voltage cabling.
  • Perform installation, inspection, termination, testing, and troubleshooting of ISP/OSP systems including:
    • Pathways and cable tray
    • Cabinets and racks
    • Telecom devices and prefabricated assemblies
    • Grounding systems
  • Lead cable installation from TRs to WAOs, ensuring proper routing, bundling, and termination readiness.
  • Perform Quality Assurance checks to ensure compliance with all requirements.
  • Maintain clean work areas, secure tools/materials, and participate in daily cleanup.
  • Install systems such as backbone/riser cable, plywood & racks, cable trays, OSP/ISP, and site grounding.
  • Use Microsoft Office applications for documentation and reporting.

🎓 Qualifications

  • Active Secret Clearance (required).
  • High School Diploma or GED.
  • 6+ years of telecommunications experience with OSP/ISP installation and oversight.
  • Experience with Copper, CCTV, DAS, Fiber Optics, and Structured Cabling.
  • BICSI Installer 2, Optical Fiber (INSTF) certification (required).
  • Manufacturer and/or fiber certifications.
  • Experience in complex markets: Federal/Government, Healthcare, Commercial, Mission‑Critical.
  • Ability to pass a basic telecommunications knowledge test.
  • Demonstrated ability to read and understand plans and specifications.
  • Hands‑on experience in low‑voltage specialty contracting and leading field teams.

🧰 Requirements

  • Proper attire: long pants and shirt with at least 6" shoulder coverage.
  • Safe operation of hand and power tools; adherence to safety regulations.
  • Strong communication, time management, and organizational skills.
  • Consistent punctuality and ability to work collaboratively.
  • Ability to label and test horizontal cable.
  • Knowledge of TIA/EIA standards and telecom color codes.
  • Ability to perform QA checks on team installations.
  • Must own a full set of tools prior to first day of work.

🏗️ Working Conditions

  • Physically demanding work in outdoor environments including heat, cold, rain, and snow.
  • Work at extreme heights, in construction zones, manholes, tunnels, crawl spaces, attics, and restricted areas.
  • Access work areas using OSHA‑approved ladders or under‑construction stairs.
  • Flexible hours with overtime, weekend, and night shifts as needed.
  • Work in the presence of customers while maintaining a professional, courteous demeanor.

💪 Physical & Cognitive Abilities

  • Lift, carry, and move up to 50 lbs regularly.
  • Relocate a 12‑foot stepladder unassisted.
  • Work at heights up to 60 feet on scaffolds, lifts, catwalks, and ladders.
  • Perform repetitive physical motions: walking, climbing, squatting, kneeling, crawling, pushing, pulling, overhead reaching.
  • Possess good vision (corrected acceptable), color vision, hearing, and English communication skills.
  • Use ladders safely while carrying tools.
  • Identify problems early and apply general rules to specific issues.
  • Synthesize information to form logical conclusions.
  • Strong close‑range detail recognition and listening comprehension.

  • Candidate may live anywhere in the U.S.
  • Initial bases may include:

    • Holloman AFB
    • Laughlin AFB
    • JBSA Lackland
    • JBSA Randolph
