Job Description
POSITION PURPOSE
The Behavioral Health Program Manager serves as the clinical and administrative leader for the Behavioral Health Unit (BHU), providing direct patient care while overseeing the planning, implementation, and management of behavioral health services for individuals with serious mental illness (SMI). This position ensures the delivery of safe, evidence‑based, and compliant behavioral health treatment within a secure, correctional healthcare environment.
The role is 60% clinical and 40% administrative and is dedicated full‑time to the BHU.
ESSENTIAL FUNCTIONS AND BASIC DUTIES
Clinical Responsibilities (60%)
· Provide direct clinical services to BHU patients, including assessment, diagnosis, treatment planning, and ongoing therapeutic interventions for individuals with serious mental illness.
· Exercise independent clinical judgment to add, remove, or reduce suicide watch precautions in accordance with clinical assessment, facility protocols, and applicable standards.
· Conduct suicide risk assessments, crisis intervention, and clinical oversight for high-risk patients.
· Ensure behavioral health care is delivered in alignment with evidence-based practices and applicable detention and correctional healthcare standards.
Administrative and Program Management Responsibilities (40%)
· Lead and manage the BHU behavioral health treatment program, ensuring consistent, high-quality clinical operations and continuity of care.
· Provide administrative supervision, leadership, and oversight of behavioral health staff assigned to the BHU.
· Oversee program operations, workflows, and clinical processes to ensure compliance with contract requirements and regulatory standards.
· Collaborate with facility leadership, medical leadership, and multidisciplinary teams to coordinate behavioral health services within the broader healthcare delivery system.
· Monitor program performance, identify operational or clinical challenges, and implement corrective actions as needed.
· Support quality improvement initiatives, documentation standards, and clinical governance activities related to behavioral health services.
QUALIFICATIONS
Licensure:
· Licensed Psychologist (Ph.D. or PsyD) or
· Licensed Clinical Social Worker (LCSW or LICSW)
Experience:
· Minimum seven (7) years of post-independent licensure clinical experience.
· Minimum six (6) years of administrative and supervisory experience.
· Demonstrated experience managing behavioral health treatment programs and/or leading complex organizations.
· Experience providing care to individuals with serious mental illness (SMI).
· Experience in a correctional or detention healthcare setting is strongly preferred.
MENTAL ACTIVITIES AND REQUIREMENTS OF THIS POSITION
· Ability to exercise independent clinical judgment in high-risk, high-acuity situations, including suicide risk assessment and decisions related to the initiation, modification, or discontinuation of suicide watch precautions.
· Capacity to analyze complex clinical, behavioral, and operational information simultaneously and make timely, defensible decisions in a correctional healthcare environment.
· Ability to maintain sustained concentration and attention to detail while managing competing clinical and administrative priorities.
· Strong critical thinking and problem-solving skills, including the ability to identify patterns, assess risk, and implement corrective actions at both the patient and program level.
· Ability to manage stress and emotional intensity, including exposure to patients with serious mental illness, crisis situations, and emotionally challenging clinical scenarios.
· Capacity to communicate clearly and effectively under pressure with multidisciplinary teams, facility leadership, and custody staff.
· Ability to plan, organize, and prioritize work independently, balancing direct clinical care with administrative leadership responsibilities.
· Ability to interpret and apply policies, clinical standards, and contractual requirements to real-time clinical and operational decision-making.
· Capacity to supervise, mentor, and guide clinical staff, including providing feedback, resolving conflicts, and supporting clinical decision-making.
· Ability to adapt quickly to changing conditions, including emergent behavioral health needs, operational disruptions, and evolving program requirements.
TECHNOLOGICAL ABILITY: Competent in the use of MS Word and Excel as well as Electronic Medical Record systems.
PHYSICAL REQUIREMENTS: Prolonged periods sitting at a desk and working on a computer.
Must be able to lift up to 15 pounds at times.
ENVIRONMENTAL CONDITIONS: Full-time, dedicated position within a secure Behavioral Health Unit. Clinical and administrative duties performed in a correctional healthcare setting serving a high-acuity behavioral health population.
