Senior Pricing Manager

Job Description

Summary

This role provides mission‑critical, integrated operational support for the Finance Department’s infrastructure. The primary focus is to lead pricing for all new business proposals, change proposals, task orders, and post‑award opportunities in support of the government line of business. The position is responsible for developing competitive, compliant, and financially sound pricing strategies for federal, state, and commercial contract pursuits.

The ideal candidate has extensive experience interpreting solicitation requirements—such as Statements of Work (SOWs) and Performance Work Statements (PWSs)—and translating those requirements into detailed financial and pricing models that support proposal submissions and executive decision‑making. The individual must thrive in a fast‑paced environment with shifting priorities, tight deadlines, and fluctuating proposal volume.

This position works closely with executive leadership, operations, recruiting, contracts, business development, and proposal teams, and regularly presents pricing recommendations and financial analyses to senior leadership, including the CEO and CFO.

Duties and Functions

  • Serve as a key partner to the Chief Growth Officer, Chief Strategic Officer, and Director of Contracts in all phases of the pricing portion of proposal development.
  • Lead all pricing activities for government contract proposals, recompetes, modifications, and strategic growth initiatives.
  • Analyze RFPs, RFQs, IDIQs, Task Orders, SOWs, and PWSs to develop compliant pricing strategies and cost structures.
  • Build, maintain, and manage complex pricing and financial models, including labor pricing, escalation assumptions, staffing mix analyses, and profitability scenarios.
  • Partner with operations, recruiting, finance, contracts, and business development teams to validate staffing assumptions, labor categories, recruiting strategies, and operational costs.
  • Develop competitive pricing strategies that balance win probability, margin objectives, and operational execution.
  • Prepare pricing narratives, cost volumes, rate build‑ups, and supporting documentation for proposal submissions.
  • Present pricing recommendations, risks, assumptions, and financial impacts to executive leadership, including the CEO and CFO.
  • Manage multiple simultaneous deadlines and proposal efforts while maintaining accuracy and responsiveness under compressed turnaround times.
  • Monitor market trends, labor rates, incumbent pricing intelligence, and the competitive landscape within the healthcare staffing and government contracting sectors.
  • Support pricing reviews, negotiations, and post‑award financial analyses as needed.
  • Continuously improve pricing tools, templates, processes, and modeling methodologies to increase efficiency and scalability.

Education and Experience

  • Bachelor’s degree in Accounting, Finance, or a related field required.
  • MBA or related advanced degree preferred.

Preferred Requirements

  • 10+ years of pricing, finance, proposal, or government contracting experience, preferably within healthcare staffing, professional services, or federal services environments.
  • Proven ability to interpret and analyze PWS/SOW requirements and translate operational needs into financial models and pricing strategies.
  • Advanced Excel and financial modeling skills required; experience with pricing tools, ERP systems, and proposal software preferred.
  • Strong executive communication and presentation skills, with the ability to clearly explain pricing assumptions, risks, and recommendations.
  • Demonstrated ability to work independently with minimal oversight while managing competing priorities in a deadline‑driven environment.
  • Comfortable operating in a high‑growth, entrepreneurial, and fast‑changing environment where workload volume may fluctuate significantly.
  • Strong attention to detail, critical thinking, and problem‑solving skills.

Knowledge/Skills/Abilities (KSA)

  • Strong awareness of business trends.
  • Self‑motivated and highly accountable.
  • Calm under pressure and tight timelines.
  • Strategic thinker with strong business acumen.
  • Able to pivot quickly between priorities.
  • Collaborative communicator across departments.
  • Comfortable balancing independent work with high executive visibility.
  • High degree of accuracy and attention to detail.
  • Superior organizational and time‑management skills.
